Base Pre

Out of a pre-k class of 18, do you think it is fair to base acceptance on…?
My local school district has free and fee-based pre-k programs with 18 students per class (1 class per school). They base admission on the following factors:
1st accepted: kids in head start
2nd accepted: kids who do not speak English
3rd accepted: kids who need the “academic” start
4th accepted (if room): kids who do not fit the previous categories
Now my son was rejected because he did not “need academic preparedness” because he already knows his colors, numbers, shapes, writes his name, reads basic books,etc. This is why he was rejected from a public pre-k program. Is it just me, or does this not seem quite fair?
How are the public programs administered where you live?
how old is your soon, you should feel proud of your son that he knows all that, he can go straight to first grade. I’m not sure the system where I’m from.
