Where can I find sanitation guidelines for using refillable coffee cups at coffee shops?
My university won’t let us use reusable coffee cups due to “sanitation reasons.” Where can I find clear federal or state guidelines on this topic?

Health regulations are usually state regulations and enforced by local code and local inspectors. So without telling us what city and state this is in, no one is going to be giving you an answer.
And they may be objecting to this based on the risk they take if you put coffee in a cup they don’t “control” by having it washed first, rather than a statutory limitation. If you drank their coffee and it turned out to be contaminated with something, then they would have an expensive legal battle on their hands – even if it turned out to be your fault because the cup you use was not properly cleaned or otherwise contaminated.
And considering you asked a question asking for state guidelines but failed to list what state you are in – kind of makes me err on the side of the University on this one.
